Risk Management Plan Reminder
The MCPR received a letter from US EPA that we would like to share with our members. It is a reminder that facilities that store, use or produce regulated substances in any one process are required to submit a Risk Management Plan (RMP). June 2009 represents the 5-year update for many companies in Minnesota. There is also further information on the RMP*eSubmit process which EPA states will be available this spring.

Storage Facility Physical/Traffic and Tampering Protection Requirements
The Minnesota Department of Agriculture recently developed a fact sheet regarding anhydrous ammonia storage facility physical/traffic and tampering protection requirement. Minnesota Rules (Parts 1513.0160 and 1513.0370) require that storage systems be located or protected by suitable barriers so as to avoid physical damage that might result from impact by moving machinery, automobiles, trucks, or any other equipment at the facility.

Agricultural, Chemical and Petroleum Industry Terrorism Handbook
The FBI established the Agricultural, Chemical and Petroleum Industry Outreach Program. This outreach program seeks to build awareness and increase ongoing dialogue between the federal and local response communities and the agricultural, chemical and petroleum manufacturing and distribution industries. Dry Fertilizer
Anyone storing bulk fertilizer must obtain an MDA permit and safeguard the fertilizer from wind, rain, and other hazards. Anyone expanding an existing permitted operation can add up to 150 tons without making substantial alterations or paying additional fees.
